Almost half a million more tourists surged to Albania in 2011 compared to last year. The huge increase in visitors has seen 2.15 million people travelling to the country as The Balkans&amp;rsquo; popularity boost continues.

According to the UNDP Resident Coordinator, Albania is now the second biggest investment market in the region, with foreign investment exceeding $1 billion in 2010. Albania&amp;rsquo;s boost &lt;a href=&quot;http://www.themovechannel.com/news/23ab8d3f-957b/&quot; target=&quot;_blank&quot;&gt;follows success in Bulgaria&lt;/a&gt;, as more investors are attracted to the area&amp;#39;s growing market.

Bulgaria, currently one of the top ten most popular destinations for property buyers, has seen construction on the up in 2011, as well as an increase in real estate transactions. Other countries in The Balkans, such as Bosnia Herzegovina and Macedonia, have also reported an increase in tourist enquiries.

The University dates back from 1902 and has grown in the past 100 years from
a privately funded institution to an international university for business,

The campus now comprises an entire neighbourhood within a residential and
commercial district.

The winning faculty building contains new conference and lecture rooms,
auditorium and research offices for 1000 professors and postgraduate students.

Each of the categories chose a winner, and then the overall winner was
deemed the &amp;lsquo;World&amp;#39;s Best
Building for 2008.&amp;#39; 
&lt;/p&gt;
&lt;p&gt;
The
aforementioned Spanish rubbish dump, (which had been transformed into a green
terraced agricultural landscape) won the Energy, Waste and Recycling category. 
&lt;/p&gt;
&lt;p&gt;
The judging panel, which was headed up by Robert Stern, who replaced Sir
Norman Foster at the last minute after one of his designs made it to the final,
was looking for &amp;lsquo;architecture that thought about complex issues in an
imaginative way.&amp;#39; 
&lt;/p&gt;
&lt;p&gt;
The &amp;lsquo;totally 3D&amp;#39; building was chosen as the overall winner as it &amp;lsquo;fitted
within the urban landscape but still stood out.&amp;#39;
&lt;/p&gt;
&lt;p&gt;
Mr Stern said, &amp;quot;The use of space, light and local materials captured the
essence of the city and the desire of the university to be connected with its
surroundings.
&lt;/p&gt;
&lt;p&gt;
&amp;quot;We were impressed by the building&amp;#39;s physical and conceptual density,&amp;quot; he
added. 
&lt;/p&gt;
&lt;p&gt;
The new faculty building will have its official opening later this week.

The report released by the International Monetary Fund has estimated that Albania&amp;#39;s GDP growth for 2011 will be around 2.5 per cent, reaching 3.5 per cent in 2012.
Although the growth forecast for this year is lower than the registered 3 per cent GDP growth seen in 2009 and 2010, the Albanian government is predicting a more positive scenario, signalling excellent news for investors in the Balkan nation.
&lt;/p&gt;
&lt;p&gt;
In its report, the IMF stated that it expected the strong performance of the leading emerging nations to be the main driving force behind growth in the world economy, highlighting that emerging countries such as Albania coped well with the global crisis after implementing strong policies in the country before the economic downturn took place. 
In addition, the findings indicate that Albania is one of the best performing Balkan nations this year with Bosnia and Herzegovina only experiencing a 2.2 per cent GDP increase followed by Montenegro at 2 per cent. Croatia is also expected to expand the least this year with only 0.8 per cent GDP growth.

Representing the region&amp;#39;s largest infrastructure project in recent years, South Eastern Europe is set to see huge economic benefits now the first section of the 120km Morine to Merdare motorway connecting central Kosovo with Albania and the Adriatic coast is almost ready to open.

The estimated &amp;euro;1 billion infrastructural development in Kosovo will be of strategic importance, running from Morine on the Albania border to Pristina, the capital of Kosovo. The four lane motorway extension will now connect Durres-Kukes motorway with Prizren and Pristhtina.

New roads, ports and airports have all been introduced, pushing up international demand. While 870,000 of the tourists recorded were Albanians residing abroad, 2.1 million of the 3 million were foreign citizens, indicating that overseas interest in the Balkans is still rising.

Albania&amp;rsquo;s progress is only matched by Bulgaria. According to Albania&amp;#39;s Central Bank, economic growth in the second quarter of 2011 will be around 3.4 per cent, the same level registered in Q1 2011 with a forecast of lower inflation for the remainder of the year.
&lt;/p&gt;
&lt;p&gt;
Over the past decade, Albania&amp;#39;s economy has enjoyed real GDP growth and despite the economic downturn in 2008, the Balkan nation was one of only two countries in Europe that not only recorded economic growth of 0.4 per cent in Q1 2009 but also an impressive 6 per cent growth from 2001-10, one of the strongest performances to have taken place throughout Europe.
&lt;/p&gt;
&lt;p&gt;
In addition to economic growth, The House Price Index in Albania has once again increased by 1.6 per cent during the second quarter of 2011 with The Bank of Albania stating that from the end of 2009 and throughout 2010, prices remained virtually unchanged indicating stability in the market which will come as positive news for those wishing to invest in &lt;a target=&quot;_blank&quot; href=&quot;http://albania.themovechannel.com/property/&quot;&gt;property in Albania&lt;/a&gt;.

Airport officials are confident that the high number of passengers is as a result of the visa liberalization process and with tourism figures up 8.5% year-on-year Albania is certainly enjoying a boost in popularity.

The airline carrying most passengers in and out of Albania is Italian owned Bellair with 46.2% of the traffic although this could be set to change with the news that British Airways is starting daily flights to Albania rather than their previous thrice weekly service.

&lt;p&gt;
The &lt;a href=&quot;http://www.worldbank.org/&quot;&gt;World Bank&lt;/a&gt; estimates that the
global economy will likely shrink for the first time since World War II - at
least five percentage points below potential - and emerging markets will suffer
the hardest hits with severe long-term implications.
&lt;/p&gt;
&lt;p&gt;
In its latest report, &amp;lsquo;Swimming Against the Tide: How Developing Countries
are Coping with the Global Crisis,&amp;#39; the World Bank says that 94 out of 116
developing countries have experienced a slowdown in economic growth. Of those,
43 have high levels of poverty.
&lt;/p&gt;
&lt;p&gt;
And the most affected sectors are those that were the most dynamic not too
long ago: Urban-based exporters, construction, mining and manufacturing - the
result of shrinking global trade that&amp;#39;s on track to record its largest annual
decline in 80 years.
&lt;/p&gt;
&lt;p&gt;
Developing countries are facing a &amp;pound;197&lt;strong&gt;
&lt;/strong&gt;billion to &amp;pound;510 billion financial shortfall. But the biggest private sector
creditors are seeing the biggest loan demand for high-income countries, choking
their ability to loan to emerging markets. 
&lt;/p&gt;
&lt;p&gt;
And the emerging economies that can secure loans will face higher borrowing
costs and lower capital flows, leading to weaker investment and slower growth
in the future, the World Bank said.
&lt;/p&gt;
&lt;p&gt;
&amp;quot;When this crisis began, people in developing countries, especially those in
Africa, were the innocent bystanders in this
crisis, yet they have no choice but to bear its harsh consequences,&amp;quot; World Bank
Managing Director Ngozi Okonjo-Iweala said in the report.
&lt;/p&gt;
&lt;p&gt;
&amp;quot;We must look at poor people as assets and not liabilities. The new
globalization should mean we adopt new ways of caring for our infants,
educating our youth, empowering our women and protecting the vulnerable,&amp;quot; he
added. 
&lt;/p&gt;
&lt;p&gt;
All totaled, only one quarter of the most vulnerable countries have the
ability to finance measures to economic downturn - such as job creation and
safety programs. The rest will likely see already drastic poverty worsen, the
bank said.
&lt;/p&gt;
&lt;p&gt;
&amp;quot;We need to react in real time to a growing crisis that is hurting people in
developing countries,&amp;quot; said World Bank Group President Robert B. Zoellick.
&lt;/p&gt;
&lt;p&gt;
&amp;quot;This global crisis needs a global solution and preventing an economic
catastrophe in developing countries is important for global efforts to overcome
this crisis. 
&lt;/p&gt;
&lt;p&gt;
&amp;quot;We need investments in safety nets, infrastructure, and small and medium
size companies to create jobs and to avoid social and political unrest,&amp;quot; he
added. 
&lt;/p&gt;
&lt;p&gt;
The best way to ease the damage, World Bank Chief Economist and Senior Vice
President Justin Yifu Lin says, would be for developed countries to spend a
portion of their stimulus plans on developing countries.
&lt;/p&gt;

&amp;quot;Clearly, fiscal resources do have to be injected in rich countries that are
at the epicenter of the crisis, but channeling infrastructure investment to the
developing world where it can release bottlenecks to growth and quickly restore
demand can have an even bigger bang for the buck and should be a key element to
recovery,&amp;quot; added Mr Lin. 
&lt;/p&gt;

The World Bank&amp;#39;s report will be presented at this Saturday&amp;#39;s meeting of the
G-20 finance ministers and central bank governors.

39th place out of 115 countries is ranked highest among all the Balkan
countries, with Slovenia the runner-up at 48th place.&lt;br /&gt;
&lt;br /&gt;
Then follow Bulgaria and Croatia, on the 59th and 60th spot respectively,
Romania at 64 and&amp;nbsp;Montenegro at 95. Macedonia is ranked 97th ahead of
Serbia at 100, Albania at 104 and Bosnia &amp;amp; Herzegovina at 108th&amp;nbsp; place
&lt;/p&gt;
&lt;p&gt;
Same as
in the last three years, Finland tops the Index followed by Denmark and the
Netherlands, Australia, Switzerland, Austria, Iceland and Singapore.

Les Calvert, director of the &lt;strong&gt;&lt;em&gt;Property Abroad&lt;/em&gt;&lt;/strong&gt; portal, specifically
recommended the capital Tirana, where entry level foreign investors can
purchase a new build apartment from as little as &amp;pound;17,000.&lt;br /&gt;
&lt;br /&gt;
Mr Calvert said: &amp;quot;Albanian property...has displayed an incredible resilience to
the credit crunch. We are recommending that investors get in now while prices
are still relatively low.&amp;quot;&lt;br /&gt;

He added that the entrance of &amp;quot;multi-million euro&amp;quot; Real Estate Investment
Trusts would &amp;quot;practically ensure those who buy now profit greatly over the

demand for real estate in many regions that had previously appeared resilient
to the credit crisis, in particular parts of Asia and Eastern
Europe.

The slump in commercial property is well established in mature markets such

Rising interest rates, higher inflation and a lack of liquidity is affecting
confidence in the country, says the report, and 45 per cent more surveyors
reported a fall in occupier demand compared with six per cent in the last
quarter. The balance of surveyors reporting investor purchases plummeted from
zero to minus 73.
&lt;/p&gt;
&lt;p&gt;
The biggest slump in capital values has been in Eastern
Europe, a marked turnaround considering expectations of growth
only three months ago.

emerging property markets. 
&lt;/p&gt;
&lt;p&gt;
The country, which only broke free from communist rule in
1992, has been working hard to make itself an attractive destination for
overseas property investors. 
&lt;/p&gt;
&lt;p&gt;
Infrastructure improvements, approval for membership of NATO
and the EU, no restrictions for foreign buyers and a flat tax rate of 10% are
all adding up to a prospective investment location that is worth monitoring
over the next few years.
&lt;/p&gt;
&lt;p&gt;

Albania&amp;#39;s
economic growth during 2007 was around 6%. In the same year, the government
approved a fiscal package which ticks all of the right boxes for investors. 
&lt;/p&gt;
&lt;p&gt;
It included a flat rate of 10% on personal income tax,
corporate tax and capital gains tax and no VAT on property purchases with
foreigners allowed to own 100% of Albanian companies. 
&lt;/p&gt;
&lt;p&gt;
In addition, the country has some of the cheapest property
prices in Europe, with annual price growth of
around 30% year-on-year in the capital, Tirana and coastal regions, indicating
all the right ingredients of a newly emerging property market on the cusp of a
boom.
&lt;/p&gt;
&lt;p&gt;
&lt;strong&gt;Infrastructure&lt;/strong&gt;
&lt;/p&gt;
&lt;p&gt;
&amp;nbsp;Albania
is currently making major infrastructure improvements with the help of loans
totaling more than &amp;pound;90 million from the Japanese and Austrian governments. 
&lt;/p&gt;
&lt;p&gt;
The money is being used to make a broad sweep of
improvements which will include upgrading the main Albanian port of Durres
- 35km from Tirana and an important link to the country&amp;#39;s Balkan, Black Sea and EU neighbours. 
&lt;/p&gt;
&lt;p&gt;
&lt;strong&gt;International airport&lt;/strong&gt;
&lt;/p&gt;
&lt;p&gt;
Tirana
International Airport
was upgraded in 2007 when improvements included a new terminal building and airport
access roads. 
&lt;/p&gt;
&lt;p&gt;
The airport now has a capacity of around 1.5 million
passengers and offers direct flights to and from London, New York
and a range of European cities, attracting tourist and foreign investors from
around the world.
&lt;/p&gt;
&lt;p&gt;
Market Analyst at Obelisk, James Gonzalez, highlights the
increasing amount of foreign investment in Albania as a major indicator for
the growth of its property market. 
&lt;/p&gt;
&lt;p&gt;
&amp;quot;Within the last five years, the number of commercial
buildings springing up on the main road which runs between the airport and the
city of Tirana has grown considerably and companies such as Hewlett-Packard,
Peugeot, Citroen have moved in. 
&lt;/p&gt;
&lt;p&gt;
&amp;nbsp;&amp;quot;Vodafone have been in Albania since 2001 and earlier this
year announced that it was expanding operations there. I think this is
definitely one to watch,&amp;quot; Mr. Gonzalez added.
